Colorado is testing whether HVAC equipment can solve an infrastructure problem that might otherwise require a new pipeline.
Xcel Energy’s $150 million Mountain Energy Project is targeting winter natural-gas demand across four mountain counties by accelerating the installation of technologies including cold-climate heat pumps and heat-pump water heaters.
The program is designed as a non-pipeline alternative to infrastructure that had initially been estimated at roughly $300 million.
Homeowners Can Receive Up to $30,000
The initiative includes incentives of up to $30,000 for homeowners for qualifying measures including:
Cold-climate heat pumps.
Electric water heating.
Insulation.
Other efficiency improvements.
That creates a potentially significant sales opportunity for contractors serving the region.
Contractors Are Part of the Infrastructure Plan
Breckenridge officials told Homepros that the town also received approximately $80,000 for workforce training, continuing education and equipment purchases.
The goal is not simply to give customers rebates.
Contractors need to understand how to install and service the technology correctly if the program is going to reduce gas demand reliably.
Cold-Climate Performance Matters
Mountain communities are a demanding heat-pump environment.
Low winter temperatures mean contractors need to understand:
Equipment selection.
Design temperatures.
Capacity at low ambient conditions.

Poor design can erase much of the benefit the program is trying to create.
A Utility Is Treating HVAC as Infrastructure

Traditionally, utilities expand supply infrastructure when demand exceeds capacity.
This project instead attempts to change customer equipment so the system needs less natural gas.
