The HVAC industry's refrigerant transition continues to move beyond individual equipment rules.

ASHRAE and the United Nations Environment Programme renewed their longstanding partnership on September 10, signing a new memorandum covering sustainable refrigeration and air conditioning. 

The collaboration will focus on:

Lifecycle refrigerant management.

Energy efficiency.

Technology.

Safety.

Training and capacity building.

The Partnership Dates Back Nearly Two Decades

ASHRAE and UNEP OzonAction have worked together since 2007 to support lower-GWP technologies and best practices in the refrigeration servicing sector. 

The renewed agreement includes a 2026–2027 work plan and technical resources for industry professionals and national ozone agencies.

Refrigerant Rules Need Technician Knowledge

Regulations can require a transition.

They cannot perform one.

Every refrigerant change eventually reaches technicians who must understand:

Safety classifications.

Recovery procedures.

Leak management.

Charging.

Ventilation.

Equipment-specific requirements.

That is particularly relevant as A2L refrigerants become increasingly common across new HVAC equipment.

Lifecycle Management Is Becoming More Important

The partnership specifically emphasizes lifecycle refrigerant management.

That matters because the industry's environmental impact is not determined only by which refrigerant a new unit uses.

It also depends on:

Leak rates.

Recovery.

Reclamation.

Maintenance.

End-of-life practices.

Technicians and contractors therefore sit at the center of implementation.
